„Sachverständiger“ or „Gutachter“ – what a German PV expert title actually means

In German, Gutachter and Sachverständiger both translate as „expert“ and are used interchangeably. Neither title is legally protected in Germany. What matters is not the wording on the business card but the qualification level behind it – it determines what an expert report can later be used for.

I work as a TÜV-certified expert for photovoltaics. A party-appointed report at this level is not a court report – in German civil proceedings it counts as qualified party submission. That is precisely why my reports are built to withstand scrutiny: findings and assessment kept strictly separate, traceable measured values, documented methodology and photographic evidence for every finding. How to recognise a qualified PV expert

Anyone looking for a photovoltaic expert usually has no basis for comparison. These seven points can be checked before you place an order – whoever you end up choosing.

  1. Demonstrable technical qualification. Engineering or master craftsman level with an electrical or energy engineering background. A weekend seminar does not qualify anyone to assess a 750 kWp plant.
  2. Certificate with number and validity period. Certification by an accredited body can be evidenced. Ask for the certificate number, the issuing body and the expiry date – serious experts provide this unprompted.
  3. Genuine independence. No ties to manufacturers, installers, distributors, insurers or operators. Red flag: anyone who offers you the repair or a new system in the same breath has a commercial interest in the outcome.
  4. Named standards, not vague references. The relevant ones include DIN EN 62446-1 (testing, documentation and maintenance of PV systems), DIN VDE 0100-712 (erection of PV power supply systems), VDE-AR-E 2100-712 (DC-side safety in case of fire) and IEC 61215 / IEC 61730 for module design and safety qualification.
  5. Own measuring equipment. Insulation resistance and I-V curve measurement, thermography, currents and voltages under load. A visual inspection with a phone camera does not produce a defensible report.
  6. Professional indemnity insurance with cover proportionate to the value of the plant being assessed.
  7. Written fee before the engagement. Hourly rate or fixed fee, expenses, scope of work. Anyone who only discusses money after the site visit is not a good partner. Reference figures are given under PV expert report costs.

In short: qualification evidenced, certificate verifiable, no commercial entanglement, standards named, own measuring equipment, indemnity cover, fee agreed in writing up front.

How an assessment works – from enquiry to report

So you know what you are signing up for: this is how an engagement runs and what is needed from you.

  1. Enquiry. A short description is enough: system size in kWp, year of commissioning, inverter type, what you have noticed, which measurement or monitoring data exist, and what the report is needed for (insurer, court, acquisition, your own clarification).
  2. Free initial assessment. You get an honest answer on whether a report will help in your case – and if not, why not. Not every yield shortfall justifies a report.
  3. Quotation with a fixed scope. In writing, stating the fee, the extent of the on-site inspection, the measurement scope and the deliverable.
  4. Documents. System documentation, string layouts, commissioning and test protocols, handover protocol, maintenance reports, monitoring export and the relevant correspondence. The more complete the documents, the shorter the site visit and the lower the fee.
  5. On-site inspection. Visual inspection, sampling, electrical measurements, thermography and full photographic documentation. In disputes the opposing party can be invited to attend – this considerably increases acceptance of the result.
  6. Report. Facts, findings, assessment, causation and recommended measures – kept separate so it remains visible what was measured and what was evaluated. Follow-up questions on the finished report are included in the fee.

▸ What does a photovoltaic expert do?

A photovoltaic expert independently and objectively assesses PV systems. They analyse yields, identify damage and defects, carry out measurements and document findings in an expert report – which serves as a basis for decisions by operators, insurers, legal proceedings or transactions. A certified expert works to recognised standards (VDE, IEC) and is not committed to any party.

▸ When do I need a PV expert?

A PV expert is advisable when your system persistently underperforms, when there is a dispute with the installer, when an insurance claim needs to be assessed, or when you want to buy or sell a system. Also for technical due diligence or when legally admissible documentation is required.

▸ What does a PV expert cost?

Simple inspection protocols start from around €500. Comprehensive damage or yield assessments with on-site inspection, measurements and standards-compliant documentation typically range from €1,200 to €3,000. ▸ How do I find a certified PV expert?

A qualified PV expert should be certified (e.g. DGS, TÜV or comparable standard), have demonstrable experience with photovoltaic systems and be independent of installers, manufacturers and insurers.

▸ What is the difference between a „Gutachter“ and a „Sachverständiger“ for photovoltaics?

In everyday German usage, nothing – neither title is protected and they are used synonymously. What matters is the qualification level: self-declared expert, certified expert (examined by an accredited body such as TÜV or DGS), publicly appointed and sworn expert (section 36 GewO) or court-appointed expert (section 404 ZPO). That level determines what the report can later be used for.

▸ Is a TÜV-certified expert the same as a publicly appointed one?

No. TÜV certification is issued by an accredited certification body after an examination and is time-limited. Public appointment is made by a Chamber of Commerce or Chamber of Crafts under section 36 GewO. Both evidence qualification; for insurance claims, acquisition reviews and out-of-court settlements a certified expert is the customary and sufficient choice.

▸ Which standards apply to the inspection of photovoltaic systems?

The central ones are DIN EN 62446-1 for testing, documentation and maintenance of grid-connected PV systems, DIN VDE 0100-712 for the erection of PV power supply systems and VDE-AR-E 2100-712 for DC-side safety in case of fire. It depends on scope: system size, number of measuring points, completeness of the documentation handed over, and whether laboratory findings or third-party weather data have to be obtained. The timeframe is fixed in the quotation before the engagement. Supplying complete documents noticeably shortens the process.

▸ Will the insurer pay for a PV expert?

That depends on the policy. Many property insurers reimburse expert fees once the claim is accepted in principle; some policies contain an expert clause with proportionate cost sharing. Under legal expenses cover, a party-appointed report is often only reimbursed after cover has been confirmed. Clarify cost coverage in writing before the engagement.
